Description:
In Europe there is a growing demand for carers, persons who are the first line of support for those dependent on care. According to the EC Green paper, the demographic dependency ratio will rise from 49% in 2005 to 66% in 2030. (COM 2005: 94).

Despite this, there is an important vacuum for carers, from education and training to recognition of formal competencies. Still 75% of dependent persons are cared within the family context, mainly by family members (www.bmsk.gv.at 2007) mostly without basic knowledge in care. In most of European country a current discussion on quality and financing of caring can be observed. Full professional services mostly exceed the financial resources of the families and the public bodies, while partly legalised ways (caring persons from East European countries) challenge juridical system regarding basic standards of laws on labour and social security. Empowering informal carers regarding the quality and efficiency of caring processes has an impact, both on the affordability of care and the psychological health of carers (e.g. in terms of prevention of burn out).

CARERS� aim is to set up an education and support system specifically geared toward those looking after people dependent on care, providing answers to informal carer�s needs in their support work as well as for their own emotional well-being. The project will not only design the education and training support system according to a definition of basic competences for informal carers, it will work in synergy with other initiatives, such as the current Leonardo da Vinci project �ECL-European Care Licence�, which is designing a basic entry certificate in the care sector that could become a recognized and accepted certificate across Europe.

En Europa hay una creciente demanda de cuidadores, personas que est�n en primera l�nea para ayudar a quien se encuentra en situaci�n de dependencia. Seg�n el libro Verde de la CE, el ratio de dependencia demogr�fica crecer� de un 49% desde el 2005 hasta un 66% en el 2030 (COM 2005: 94). A pesar de esto, hay un vac�o importante de cuidadores, desde la educaci�n y formaci�n hasta el reconocimiento de las competencias formales. Aproximadamente el 75% de personas en situaci�n de dependencia son atendidos en el contexto familiar, sobretodo por miembros de la familia (www.bmsk.gv.at 2007) y, muy a menudo, sin que haya un conocimiento de base de la normativa de asistencia. Actualmente la mayor�a de Pa�ses europeos se puede observar una debate sobre la calidad y la financiaci�n de la asistencia. La gran mayor�a de servicios profesionales exceden los recursos financieros de las familias y de los organismos p�blicos, mientras que v�as parcialmente legalizadas (cuidadores de los Pa�ses de la Europa del Est), desaf�an el sistema jur�dico respecto los est�ndares de base de las leyes sobre el trabajo y la seguridad social. Reforzar los cuidadores informales en la calidad y la eficiencia de los procesos de atenci�n tiene un impacto, tanto en cuanto a la financiaci�n que los cuidados requieren, como por la salud psicol�gica de los cuidadores (por ejemplo en t�rminos de prevenci�n del agotamiento psicol�gico). El objetivo de CARERS es realizar un sistema de educaci�n y de soporte pensado espec�ficamente para cuidadores, dando respuestas a las necesidades de los cuidadores informales en su trabajo as� como en su bienestar emocional. El proyecto dise�ar el sistema de educaci�n y soporte seg�n una definici�n de competencias de base para cuidadores informales, y trabajar� tambi�n en sinergia con otras iniciativas, como el proyecto Leonardo Da Vinci �ECL-European Care Licence�, que dise�a un certificado de entrada b�sico en el sector de los cuidadores y que podr�a convertirse en un certificado reconocido y aceptado en toda Europa.
