Description:
The project introduces all themes related with the knowledge society and with the need of looking at the development in the sense of lifelong learning, in relation to persons, organisations and territories. It deals, moreover, with this theme in relation to disadvantaged categories (disabled and 'over45') and, in addition, in an even more innovative view of professional development. This view doesn't only introduces the possibility of bringing out resources which are not considered such, because diverse or 'older', but it turns the welfare approach upside down, by demonstrating that there is no effective space for employment without the possibility of professional development (valorisation of the potential and own competences).

Finally, the project adopts a multidimensional and integrated approach to sustain the idea that development is only sustainable if the whole System will act in order to reach it. As a consequence this is the particular innovative character of the strategy: the practical demonstration of the innovative model, in which the pilot action with the beneficiaries can be run only in parallel to this of the economic System, the employment and training services and with the more wider System of socio-economic actors and institutions. In such way, all the actors have the opportunity to get in direct contact with the possibilities of the development of the model (its suitability), verifying methods, tools and products and only in a second phase then it will re-elaborate the principles that are behind (working groups, communication campaign with a different method), completing in this way the mainstreaming process launched with the acquisition of techniques and methodologies used to realize it. It is exactly the methods which brings us to another innovative element: employability of people and the competitiveness of organisation and tutoring are based on valorisation of possessed competences.

Innovative methods are tightly connected with

- innovative tools: competences evaluation, statements on business requirements, tailor-made training;

- innovative products: i.e. competences inventory;

- innovative objectives: new professions, new business development models, new methods for service supply, services System adaptation.

Finally, attention has to be put on support actions, coherent with an active approach towards disability, gender and age (flexible organisation and training, targeted support), defined at transnational level together with the partners (France, Netherlands, Slovenia) being already active in facing integration problems of the defined targets.

Investing in people è la seconda fase del programma comunitario EQUAL, portato avanti dalla Provincia di Macerata attraverso l'Assessorato alla Formazione Professionale e alle Politiche del Lavoro insieme ad una serie di partner italiani e di altri Paesi europei. Il nuovo progetto ha lo scopo di favorire la permanenza nel mercato del lavoro di persone che hanno superato i 45 anni o che siano diversamente abili, valorizzando le loro competenze. La fase sperimentale si rivolge ai lavoratori attualmente impiegati nelle aziende partecipanti al progetto. La sperimentazione si basa su un modello di certificazione delle competenze dei lavoratori sviluppato dal partner olandese, che si occupa dell’integrazione lavorativa di categorie svantaggiate. Gli strumenti utilizzati sono: l’orientamento, il bilancio e la certificazione delle competenze, la formazione individualizzata, nonché, in una fase ulteriore, il supporto all’inserimento lavorativo. Le attività del progetto sono rivolte, nella fase sperimentale, alle aziende partner: Lube di Treia, Fileni di Cingoli e Falc di Civitanova Marche e successivamente a tutte le imprese del territorio maceratese interessate alla valorizzazione delle risorse umane in relazione ai fabbisogni aziendali. Gli obiettivi di progetto: 1) dimostrare il funzionamento, l’efficacia e la convenienza del modello di sviluppo basato sulla valorizzazione delle risorse umane, rispetto allo sviluppo professionale individuale e all’inserimento di lavoratori diversamente abili e “over 45” La dimostrazione avviene sperimentando servizi di bilancio di competenze e validazione di competenze informali e non formali. L'offerta dei servizi si basa su un'analisi dei fabbisogni professionali e formativi dell’azienda in cui i beneficiari sono inseriti. Lo scopo immediato è la ricollocazione ottimale all'interno dell'azienda stessa; -------------------------------------------------------------------------------- 2) promuovere e sostenere i mutamenti strutturali del sistema secondo la logica dell’apprendimento permanente: formazione individualizzata, percorsi professionali individualizzati abbinati al bilancio di competenze, consulenza alle aziende Per i lavoratori/beneficiari verranno attivati percorsi formativi individualizzati. Verso gli operatori, le parti sociali ed i decisori istituzionali vi saranno forti azioni di mainstreaming orizzontale e verticale. Nei confronti degli attori locali e del contesto territoriale un'azione costante di comunicazione sosterrà la diffusione e l’assimilazione dei concetti e delle metodologie; -------------------------------------------------------------------------------- 3) diffondere informazioni sull'intervento e favorire l'applicazione di questo modello ad altre realtà imprenditoriali del territorio. Questo obiettivo viene raggiunto per mezzo delle attività di comunicazione e di informazione e col sostegno della Rete territoriale.
