Description:
Computer Education For All is a project related courseware development.
The aim of the project is to identify all the obstacles at level of GUI interface for people with physical disability accessing to courseware related materials. The project moves from a review of the most diffused disabilities affecting upper limb functionality and a survey of the courseware material with accessibility issues already produced in EU and outside (USA and Canada).
The aim of the project consist in the development of guidelines for assuring a larger accessibility characteristic to the computer applications in education.
This work will be diffused among the teachers, the course designers as well as toward policy makers in the field of vocational and continuous education and ODL application. The guidelines document (intended as an "open" document) will be provided with a courseware example comprising a list of typical items and GUI implementations. This work will validated in the consortium by means of "on field" application with people affected by different type of disability (with special regards to upper limb movement impairments). Evaluation work will be included in design cycle of this prototype courseware application.

II progetto è stato sviluppato nel contesto della applicazione del cosiddetto "design for all" (letteralmente "progettazione per tutti").
Lo scopo di questa metodologia è considerare, nello sviluppo di un prodotto o di un servizio, le necessità di accesso di tutti i possibili utenti. Si considerano le limitazioni delle persone disabili e delle persone anziane e le relative strategie per superarle. L'applicazione di tali concetti porta ad una visione più complessa della progettazione, con altri punti di partenza e vincoli che dovrebbero essere considerati nella realizzazione dell'obiettivo. Dalla consapevolezza della complessità di questo processo deriva la necessità di elaborare e fornire una serie di linee guida di riferimento riguardanti: l'accesso fisico agli edifici, l'accessibilità dei terminali pubblici, ecc....
L'accesso per tutti alla tecnologia dell'informazione ed alla conoscenza è la sfida reale imposta dal nuovo concetto di "società della conoscenza".
Tutti i tipi di accessibilità alle informazioni sono coinvolti in questo processo: l'accesso al materiale educativo, alle informazioni pubbliche, ai servizi privati ed alle applicazioni di governo elettronico (e-government).
GLI OBIETTIVI DEL PROGETTO
Il progetto è correlato allo sviluppo dei "courseware". L'attività si riferisce alla ricerca per l'elaborazione di materiale di supporto allo sviluppo di PAD (Formazione A Distanza), considerando le esigenze degli utenti disabili. Il progetto è fecalizzato sulle inabilità degli arti superiori, come: tremore (sclerosi multipla o Parkinson), limitazioni del movimento, tetraplegia, emiplegia, mancanza di coordinazione motorio-visiva...
Lo scopo finale del progetto è proporre delle linee guida di riferimento, per aiutare tutti coloro che sono coinvolti nella progettazione del courseware per la preparazione di una presentazione accessibile dei contenuti. Alla conclusione del progetto sarà sviluppato un esempio di applicazione delle linee guida.
Linee Guida per il Courseware
Sono costituite da un documento "aperto" che fornisce un aggiornamento continuo degli argomenti e delle raccomandazioni elencate, così come delle tecniche per soddisfare le esigenze degli utenti. Le linee guida si riferiscono alla presentazione del materiale (ed alla relativa interfaccia grafica) indipendentemente dalla piattaforma software o dalle specifiche della stazione di lavoro.
Nelle linee guida è incluso un esempio di courseware che contiene una lista di oggetti tipici nelle implementazioni di GUI (Graphical User Interface). Il materiale è stato valutato dal consorzio dei partners del progetto per mezzo di una "applicazione sul campo" con persone affette dai differenti tipi di disabilità (con particolare attenzione ai problemi motori degli arti superiori). La fase di valutazione fa parte della progettazione del prototipo del corso.

I prodotti del progetto sono a disposizione di tutti i soggetti interessati allo sviluppo di corsi accessibili:
•enti pubblici o privati incaricati della
produzione di corsi di apprendimento;
•insegnanti che progettano corsi basati su
computer;
•organizzazioni pubbliche o private coinvolte
nell'applicazione dei programmi educativi (via
FAD);
•legislatori regionali e nazionali coinvolti nella
definizione dei metodi migliori di utilizzo degli
strumenti educativi computerizzati

The new European programs in the field of instruction: accessibility of education and new technologies.
The European Union has placed Instruction and Formation at the centre of its development policies, indicating as key objectives the quality of the education, the transparency of program¬mes and the co-operation among the Institutions. In this globalisation process Europe hopefully represents an attractive centre for the Third Countries: the development of projects that favour the participation of students coming from these countries are well in progress (Erasmus Mundus).
The project Minerva-Socrates "Computer Education for All" is referred to the development of courseware accessible to people affected by disabilities at upper limbs. It is an experimental project which can be considered a contribution to the realisation of an open distance learning, barriers free.
The European Union has placed Instruction and Formation at the centre of its development policies, indicating as key objectives the quality of the education, the transparency of program¬mes and the co-operation among the Institutions.
